Reports due within 45 days of quarter end (Form 1020: May 15, Aug 15, Nov 15, Feb 15); late penalty $25 or 15% of amount due, whichever higher. Form has a 'Pet Foods (Complete and Supplement)' line.

Cheap license ($10) but the quarterly $10 minimum tonnage fee applies even at zero tons — $40/yr floor plus four filings; no small-package carve-out.
Canned pet food is outside the commercial feed definition entirely (no license/tonnage for canned-only lines).
Form 1019 explicitly names a separate 'Company or individual' for renewals, tonnage and invoices — built for agents.
Tonnage due dates are 45 days after quarter end (May 15 / Aug 15 / Nov 15 / Feb 15), not the usual last-day-of-month.
