How the online filing goes

  1. Online or paper?
  2. Order of operations — form first, CDA then takes the $75 by phone (year one)
  3. Logon / Register → Register User (public screen, seen)
  4. Products → Add New: small-package product registration (from program page)
  5. January: Distribution Fees (from program page)
  6. Annual company renewal (Feb 1 – Jan 31) — Shopping Cart (from FAQ)

Your packet lists every value for each screen. Year one: NO online payment — email the signed application to jason.mead@state.co.us and CDA phones you for a credit-card or e-check number (303-869-9102), or mail the application with a $75 check payable to Colorado Department of Agriculture, 305 Interlocken Parkway, Broomfield, CO 80021. No invoice or reference number comes first; the certificate email with AgLicense ID + PIN confirms it posted. From year two: $75 renewal (Shopping Cart) and $25 per small-package product (Distribution Fees, January) are paid by credit card or e-check inside AgLicense; $50-minimum tonnage only if any >10 lb sales. Processing fee not published; no paper remittance forms exist.

Forms

Good to know

  • Only state in this batch with an explicit 'Agent for registration, label reviews, and tonnage reporting' field on the application.
  • Small-package fee is paid in arrears (January after the sales year) — a brand launching in 2026 pays $75 now and its first $25/product in Jan 2027.
  • Label review is a gate: products are 'eligible to be sold in Colorado when they have an active (A) registration in the online system'.
  • Label rules are strict and formatted: 9 required elements, Guaranteed Analysis order fixed (protein/fat/fiber/moisture), net weight in bottom 30% of the front panel, lot code, 'Keep Frozen' for raw; marketing websites/social media count as labeling.
  • 'Human-Grade' not allowed unless made in a commercial kitchen with a human-food license; 'Organic' needs the NOP seal.
  • Home-kitchen manufacture allowed for CO makers (GMP expected).
