Firm license fee	$75 New application $75. Renewal by previous-year Georgia tonnage: 0–2,500 t $75 (by Jan 31) / $90 (by Feb 29) / $105 (by Mar 31) / $150 (Apr 1 or later); higher bands $200–$2,400. License + registration fees cap at $2,000/yr (O.C.G.A. § 2-13-6(f)); penalties do not count toward the cap
License late fee	0–2,500 t band: $90 Feb 1–29, $105 Mar 1–31, $150 Apr 1 or later (Rule 40-5-5-.02)
Product fee	$40 $40 per pet / specialty pet food product in packages of 10 lb or less; products >10 lb are not registered (covered by the license). Renewals received after Jan 31: $55 (Feb 1–29), $70 (Mar 1–31), $80 (Apr 1 or later)
Product late fee	$55 Feb, $70 Mar, $80 Apr 1 or later (Rule 40-5-5-.03; also on the paper form)
Renewal window	Jan 1 – Jan 31 at base fee
Exempt	pet food in packages over 10 lb (license only, no product registration) distributors selling only packaged feed in the licensed manufacturer's original packages need no license (Rule 40-5-5-.01(c))
Tonnage note	No per-ton fee; previous-year tonnage only sets the license renewal band (0–2,500 t = $75). Pet-food-in-small-packages firms sit in the lowest band.

Each company/agent only has access to his own registration data.' Paper form also carries 'SUBMITTED BY (if different) / LICENSE #'. The S&V citizenship affidavit must still be signed and notarized by the applicant personally (read 2026-10-08).”

How the online filing goes

Apply Online — Georgia State Feed License Applicant (public Kelly form, no login)
Consent to Service of Process (out-of-state firms only) — notarized paper form, not a portal screen
Register pet food products and upload labels (from GDA instructions — GDA emails the link after reviewing step 1)
S&V (Secure & Verifiable) citizenship affidavit — GDA emails the request after products are entered
Pay online (GDA emails payment instructions once S&V is approved)

Your packet lists every value for each screen. Online only, as the last step: after S&V approval GDA emails how to pay through Kelly by Visa/MasterCard/Discover or ACH e-check (put the account number on e-checks). Georgia licensees pay no Kelly convenience fee. Refunds via the licensing coordinator or GDALicensing@agr.georgia.gov.

Sequence is fixed and slow: apply online → (out-of-state) notarized consent to service → GDA contacts you to register products + upload labels → GDA emails S&V request → S&V approved → emailed how to pay → certificate mailed in 1–7 business days.
'Penalty (late) fees received DO NOT apply towards the maximum fee' ($2,000 cap).
Registration fee is determined by the date the fee is RECEIVED, not postmarked.
Only firms whose name is on the label (guarantor) or who manufacture in GA need the license; pure resellers of original packages do not.
