Details

Firm license fee$50
flat $50 per license (Form F-1); out-of-state distributors need one license for the entity; each IN manufacturing location needs its own
License late fee$50 license late fee if a previously licensed firm fails to renew by Dec 31 or is found distributing without a license (F-1 'late fee (if applicable: found in distribution)')
Product fee$50
$50/product/yr for pet & specialty pet food in packages of 10 lb or less (IC 15-19-7-30(b), paid instead of tonnage); products >10 lb or bulk are not individually listed (labels still submitted) and pay tonnage instead
Product late fee$10 per product if renewal not received before Jan 16 or an unlisted product is distributed
Renewal windowlisting 'shall be renewed annually before January 1 of each year' (IC 15-19-7-31(c)(1)) — i.e. due by Dec 31, same as the licence; late after Jan 16
Tonnage note$50/product annual inspection fee for ≤10 lb pet food is paid 'instead of the tonnage fee' (IC 15-19-7-30(b)); if a firm sells both small and large/bulk packages, both small-package fees and tonnage are due. Tonnage late penalty: 10% or $50, whichever is greater, after the 15th of the month following due date.
Third-party filingagent_account: “Form F-1 (Rev. 08-26, forms/IN/form-f1-feed-license-application.pdf): 'Submitter Agent – If Submitted by another company, on behalf of the Company/Labeler: Submitting Company Name / E-mail / Address / Phone / Contact Name / Title / Current Submitter License #'; Business Type checkbox 'Submitter only'; instructions '5. NEW Submitter Agents must also complete this form. No fees apply.'; definition 'Submitter Agent - someone who is appointed by the licensee to receive any documents, notices, or demands served upon the licensee.' Form F-3 instructions: 'if the product listing is being submitted by another company on behalf of the Company/Labeler and the Submitter currently holds a license, please provide these license numbers … The individual submitting this document must print their name, sign and date the form.' — OISC registers the agent itself (no-fee F-1, Submitter License #) and the submitter signs; this is a paper 'register as agent' role, NOT a portal login (USAPlantsIN is login-only, no public signup).”
Before you file
  • Submitter Agent must itself file a Form F-1 (no fee) to get a Submitter License #
  • All labels must be submitted (mail or e-mail) and approved before distribution
  • License name and address must match product labeling

Forms

Good to know

  • Form F-3 is for NEW product listings only; annual renewal uses a renewal form OISC sends ('contact us' if missing) – do not reuse F-3 for renewals.
  • Different ingredients, product name or guaranteed analysis = different product; different package sizes of the same product = one product; label stating a specific animal size (e.g. small/large breed) = separate product each.
  • Existing licensees may e-mail F-3 + labels to feedlicense@groups.purdue.edu (subject '(Company) F-3 Products Listing') but must still mail the form with the check.
  • Office closed Dec 24 – Jan 4 each year; renewals due Dec 31/Jan 1 should be mailed early.
  • Product search (BrandSearch.aspx) redirects to the USAPlantsIN login; licensee search is public.
  • Forms and instructions were revised 8/3/2026; F-1 page 1 is Rev 08-26 but page 2 still says Rev 03-25.
