Details

Firm license fee$40
$40 annual company (pet food registration) fee, LAC 7:XVII.137(A); + optional $200 'Specialty Company' fee if ALL products are sold in packages ≤10 lb, which eliminates quarterly inspection (tonnage) fees
License late fee$50 for renewal registrations filed/postmarked after June 30 (not charged on initial or new-product registrations)
Product fee$10
$10 per label (product) per year, any package size (LAC 7:XVII.137(B)); package size only affects tonnage: ≤10 lb-only firms may pay the $200 specialty fee instead of tonnage
Product late fee$50 company late fee covers late renewals; no separate per-label late fee stated
Renewal windowwith company renewal, by June 30; new products may be added any time without late fee
Exempt
  • custom mixes / customer-formula feeds (labeled per R.S. 3:1394 but exempt from label registration)
Tonnage note$200 Specialty Company fee (paid with registration) exempts a ≤10 lb-only firm from quarterly inspection fees; quarterly tonnage REPORTS are still required ('Specialty Companies must still submit quarterly tonnage reports without inspection fees'). Otherwise $1/ton, $10 minimum per quarter even with zero sales; due Oct 1/Jan 1/Apr 1/Jul 1, 25% penalty if not received within 30 days.
Third-party filingunknown: “Portal guidance (forms/LA/usaplants-la-online-portal-guidance.pdf): 'If you have the USAPlants ID # and Pin # for your company (found on your renewal statement), please click the "Register" button to sign up for access to our system … When adding a license please be sure that the Company Name is the same name as the guarantor's name on the products being sold. If the names do not match the products will automatically be considered out of compliance.' Also: 'If reporting for multiple accounts we ask that you include a separate check and paperwork for each account registered with our program.' No agent/consultant/authorized-representative wording anywhere in the portal guide, renewal guidance or Jotform descriptions — access is by company ID + PIN, so a third party with the PIN could log in, but no agent role is published.”

Forms

Good to know

  • Fiscal-year quarters: Q1 Jul–Sep due Oct 1 (postmark by Oct 30), Q2 due Jan 1, Q3 due Apr 1, Q4 due Jul 1 – a ≤10 lb brand still files four $0 reports/yr if it paid the $200 specialty fee, else four $10 minimums.
  • Tonnage form has a checkbox 'PAYS $200 SPECIALTY FEE – EXEMPT FROM TONNAGE FEE YES/NO'.
  • LDAF returns checks covering multiple programs; one check per license/program, with paperwork.
  • Revised labels with guaranteed-analysis/ingredient changes must be submitted when changed; if old-label stock remains in market the revised label is registered as a NEW product (new $10).
  • Brand statuses: Active / Pending Review / Not Registered / Denied / Stop Sale / Revision Needed; only Active may be distributed.
  • Portal errors if browser back button is used; portal can export product list to Excel and print a registration certificate.
