| Third-party filing | unknown: “LARS 'Logging In For The First Time' tutorial: 'As a registrant you will: i. Be a point of contact for the Business/Entity ii. Access and manage the licensing and product information for the Business/Entity … The registrant request will be sent to the North Dakota Department of Agriculture and staff will approve the application.' 'Registering Pet Food Products': 'If you are a registrant for more than one entity, click the dropdown and select the entity … you must go back and submit an authorized entity request before you can proceed.' No 'agent'/'third party' role is named and nothing restricts the registrant to an officer; NDDA approves each entity request manually. — forms/ND/lars-logging-in-first-time.pdf, lars-registering-pet-food-products.pdf, lars-creating-an-entity.pdf (re-read 2026-10-08)” |

How the online filing goes
- Registration Request (first sign-in only) (from user guide)
- Profile → Authorized Entity(s) → 'Add Entity' (once per company) (from user guide)
- Home → 'Product Types' → Pet Food row → 'Start Registration' (from user guide)
- Product Registration: Pet Food — Company screen (from user guide)
- Add Product dialog (repeat once per product) (from user guide)
- Final review and submit (from user guide)
Your packet lists every value for each screen. No payment at submission. NDDA reviews the labels; when approved the application appears in your LARS work queue 'for payment' — open it and pay online in LARS (public pages do not state card vs. ACH or any convenience fee; ask 701-328-2231). Amount: the total shown at final review (step 6). Products become active only after payment.

Good to know
- Online only: 'Paper applications are no longer accepted.' Fee is paid in LARS after NDDA approves the labels; certificate printed from the LARS account.
- Biennial cycle locked to even/odd years regardless of when you first register (a product registered in Dec 2027 still expires Dec 31, 2027).
- LARS supports one user acting as 'registrant for more than one entity' via authorized-entity requests — the mechanism a filing agent would use; no explicit agent/consultant role is named on public pages.
- Out-of-state products pay double the in-state fee ($100 vs $50).
- Home-producer exemption is for ND residents only and excludes any meat/poultry/fish products.
