| Product fee | $27 $27 = $2 registration per product (any size) + $25 annual inspection fee per product distributed in packages ≤10 lb (in lieu of tonnage); PLUS $100 Spay and Neuter Program fee per dog/cat pet food product ($127 total) unless exempt (gross pet-food revenue ≤$3M or veterinary prescription diet, by notarized annual attestation). Products also sold >10 lb owe quarterly tonnage as well. |
|---|---|
| Renewal window | registrations valid from approval to Dec 31 of same year; Spay & Neuter fee collected on the Annual Renewal Application |
| Exempt |
|
| Tonnage note | $25 per product per year for products in packages ≤10 lb; firms distributing exclusively <10 lb have no tonnage reports. Products in >10 lb packages: $0.15/ton, no minimum; quarterly report due the last day of the month after quarter end (Apr 30, Jul 31, Oct 31, Jan 31), NMDA mails the form ~1 week before quarter close and will not accept it early even for zero tons; penalty 20% or $10, whichever is greater, 'even if reporting 0'. Products sold in both ≤10 lb and >10 lb sizes owe BOTH the $25 fee and tonnage. |

Form block: 'Registrant Information (outside party submitting registration): Registrant Name / Phone Number / Mailing Address / Contact / Contact Type / E-Mail'. How the online filing goes
- Online or paper?
- Public check (no login): Product Registration → Brand Search

- Account Home → Feed Manufactures program page (from user guide)
Your packet lists every value for each screen. No online payment for feed. Mail one check (payable to New Mexico Department of Agriculture) with the paper application or the mailed Annual Renewal Application to NMDA Feed, Seed & Fertilizer Section, P.O. Box 30005, MSC 3150, Las Cruces, NM 88003-8005: $2 registration + $25 small-package inspection fee per product, plus $100 Spay & Neuter fee per dog/cat food product unless the notarized exemption form is enclosed. Good to know
- Spay & Neuter Program fee ($100/pet food product/yr) is the big line item; small brands (≤$3M pet-food revenue) escape it ONLY by filing the notarized exemption form every year — otherwise it is charged.
- Statute 76-19A-10.1 carries the note 'Repealed effective July 1, 2026' on Justia (2025 code); the NMDA page and application still list the $100 fee as of today — confirm whether the fee is still collected for 2027 renewals.
- Application has an explicit 'Registrant Information (outside party submitting registration)' block — agent appears as C/O on all reports.
- Renewals: existing registrants use the Annual Renewal Application sent by NMDA (not the new-product form); USAPlants shows products, payments and tonnage. USAPlants ID + PIN issued by the FSF office on request.
- Label revisions require a Label Revision Form with the NM product ID written on each label.
