Details

Product fee$105
$105 per product per year, all package sizes (no size bracket). Dosage-form animal health products $35.
Product late feeNone stated. $10 surcharge per product (in addition to $105) if a withdrawal-from-distribution order was issued for nonregistration (6 V.S.A. § 324(d)).
Renewal windowRegistration year Apr 1 – Mar 31; Agency mails computerized renewal forms on or about Feb 15 (generated in March per program page); cutoff for NEW products before renewals go out is Feb 15; call L&R if no renewal by Mar 10
Exempt
  • Unaltered single-ingredient products with no guaranteed analysis or nutritional claim (e.g., whole raw bones, whole striped sunflower seed) — must still be labeled 'Not for human consumption'
  • Dosage-form animal health products register separately at $35
Tonnage noteNo tonnage FEE ('There is no tonnage fee associated with pet food' — pet-food page; FAQ Q12 'Currently we do no charge a tonnage fee for feed products'). Tonnage REPORTING is required only for 'all agricultural feed manufactured in Vermont' (FAQ Q12, read 2026-10-08) — an out-of-state pet-food registrant files nothing. Earlier FAQ wording ('registered manufacturers, and distributors in Vermont and those located in other states ... Reports are due by January 30') is no longer on the page; VT-manufactured feed may still owe a Jan 30 report — see open_questions.
Third-party filingagent_signature: “'The undersigned hereby certifies that the information appearing below is correct in every respect, that feed packages and/or labeling conform to 6 V.S.A. 26§325, and that this application is made for and on behalf of: Manufacturer: Firm ...' with a separate 'Address Correspondence to: Firm / Attention' block and 'Correspondents Federal Identification Number'; signed 'Signature & Title' under the 32 V.S.A. § 3113 tax certification — Application for Registration of Commercial Feeds and Feed Supplements (Fillable_NEW.pdf), re-read 2026-10-08. The signer acts 'on behalf of' the manufacturer; no officer-only wording.”
Before you file
  • Certification of compliance with 32 V.S.A. § 3113 (Vermont tax good standing) signed under pains and penalties of perjury — on the application
  • Labels for ALL products in electronic format (CD/flash drive) with the paper application; labels may also be emailed to agr.feedseedfert@vermont.gov
  • Raw meat/poultry products made in VT need a VT meat handler's license (Animal Food Manufacturer) — out-of-state makers: FDA facility registration/FSMA

Forms

Good to know

  • Highest flat per-product fee in the set: $105/product/year, no small-package bracket, no firm fee.
  • Non-calendar year: Apr 1 – Mar 31; renewals mailed ~Feb 15; new-product cutoff Feb 15 so a product registered in March is immediately renewed again Apr 1.
  • Flavor and recipe variants are separate products; package sizes are not (FAQ Q15 examples).
  • Application includes a Vermont tax good-standing certification under penalty of perjury (32 V.S.A. § 3113).
  • The application form explicitly says do not use it for renewals; renewals are only via the mailed computerized form or online (existing accounts).
  • Tonnage: current FAQ Q12 (read 2026-10-08) limits tonnage reporting to 'agricultural feed manufactured in Vermont'; out-of-state pet-food registrants file nothing. (Superseded: earlier FAQ text said out-of-state registrants file a $0 report by Jan 30.)
  • Deficient guaranteed-analysis penalty $50 per deficiency on official samples.
  • Discontinuing a product requires a letter to agr.licensing@vermont.gov once off the shelf.
